RICHMOND (Spellman News Fort Bend) – A former teacher’s aide at Pink Elementary School in the Lamar Consolidated School District has been sentenced to 10 years in prison after pleading guilty to possession of child pornography.
Fort Bend County Sheriff’s Office Detectives, who are members of the Houston Metro Internet Crimes Against Children Task Force, arrested Joe Cephas Ross, 53, at his apartment in the Richmond area on Friday, Aug. 19, 2016. Ross had been working with children in the area for more than 10 years.
While conducting a search at Ross’s residence, detectives located a significant amount of child pornography. Detectives determined Ross may have been collecting child porn for a long period of time in different communities. Ross has lived in Rosenberg and Austin prior to moving to Richmond.
Investigators learned that Ross possibly had inappropriate contact involving three students attending Pink Elementary.

“I can assure our residents that we are aggressively addressing the issue of individuals trying to exploit our children on the Internet,” said Sheriff Troy E. Nehls following the arrest. “We have dedicated a group of detectives to investigate these types of offenses and we will continue to diligently pursue these predators.”
As part of plea bargain, Ross pleaded guilty to one of three counts of possession of child pornography and received 908 days off his 10-year sentence for time served while awaiting trial. He must also register as a sex offender upon his release from prison.
