Katy Teens Shot – Shooter Identified and Charged

KATY – A man who lives in the Katy area remains in jail today after sheriff’s deputies say he shot two teenagers following an argument.  The incident happened on Thursday.

The 41-year-old suspect is accused of shooting two Katy area teens near the intersection of Post Meadow Drive and Moss Meadow Lane. The neighborhood where the shooting happened is north of Clay Road and south of West Little York Road off Greenhouse Road. See the map below.

According to a published report, the man followed the boys and shot them. The suspect is identified as Joel Rincon.

Rincon lives in a house that is in the 1900 block of Moss Meadow Lane. According to Harris County tax documents the home is owned by a realty firm from Cleveland, Texas.


Rincon’s bail has been set at $40,000 but the district attorney’s office is asking for a higher bond. Prosecutors will get their chance to argue for a higher bond at on Monday when Rincon is due in court. In court documents obtained by Covering Katy, prosecutors will argue for a higher bond due to the violent nature of the crime.

Rincon has a past criminal history that includes charges of assault on a family member, drunk driving (twice), and driving with a suspended license.
